return my available votes when idea becomes "planned"
Once the idea moves to "planned", I should get my votes back. The suggestion was good enough to get planned, so free up my votes for another good suggestion, don't make me wait on whatever the implementation schedule turns out to be...

But still keep the list of people who voted for the idea so that you can still warn them of status changes (eg. "planned" to "completed") afterwards

I respectfully disagree, in bigger projects people can have several planned ideas, the ever-evolving opinion of the users should be weighted in the implementation schedule!

An organized project should not have problems if this happens when is `started', messy problems could have problems.
if uservoice want to stay neutral and appease both, the idea of `getting votes back once the task is started' should be *ON by default* but possible to opt-out by the project admin.

I agree with Malk, 'planned' seemed right at first but I currently have hundreds of 'planned' things for each of my projects, so weighting which ones have larger supporters base is crucial during the planning process and not just before it.
So IMHO, rewarding points when a suggestion is marked as 'started' is a andatory and should be on by default. Thanks.

Why not let the admin decided when the votes may be returned/reused. Problem is once something has reached the return votes status then voting on it must become locked to prevent abuse of the system. Otherwise new voters would instantly get more votes (no cost = no value) and retracting votes are negated by vote limit (already got your votes back and could not get double by retractions.)

Problem is the current system causes user to retract votes from suggestions when they become planned so that they can reuse the votes on other suggestions.

If they want their votes inluencing the implementation schedule of an Idea or Influencing the adoption of another one, that is their problem, if they see that their beloved `planned' Idea just dropped to a few votes and is falling back on implementation schedule they will vote back!
