Provide an option to disable anonymous voting completed

We would like an option to prevent anonymous users from voting on issues. We are experiencing allot of spam votes by anonymous users and they keep voting back after the one week expiration.

We've implemented two measures: account owners may now disable anonymous access from the account page, and admins may also temporarily hide existing anonymous votes just for themselves.

    Hi Folks,

Here's how to disable Anonymous Feedback on your forum:
    1. Go to your forum, and log in as an Admin.
    2. Click "Manage Account"
    3. Then click "Account Settings" (both these links are at the top, in white)
    4. In Account Settings, there is a line of text, "ALLOW ANONYMOUS FEEDBACK?" which should currently be set to true (by default).

I still don't get this one. I see I can restrict the access to a forum to certain users I list in the privacy Settings (screenshot: http://is.gd/2O89), but I don't see how I can say "anyone who registers can vote, comment, add new suggestions, but only people who register can vote; anonymous users have a read-only access to the data". Am I missing something?
