    This is a major problem and MUST be addressed. Case in point: Recently Uservoice was used to allow the public to vote for their favourite 5 suggestions in a competition run by the British Government. Because it was so easy to cheat and rack up 100's of votes by deleting cookies it was decided by the judges to totally dismiss every vote and every comment made at Uservoice...

    Our fraud detection isn't solely based on IPs for the exact reasons that cori points out, but rather on a blend of a lot of different request attributes.

    I commented on an idea like this above. lots of larger (and in my company's case, medium sized) enterprizes present only a single outgoing IP address to the outside world, so this can end up being severely limiting for people who work in one of those places....

    This is essential. I suspect that many other sites have dealt with same. Copy what they do.
