Limiting the votes seems like a good idea to me. That forces people to be economical in applying votes. The comment about the "Long Tail" is interesting. I'd say that's a feature! Under the current setup you can identify the 20% of features that people are likely to use. The "long tail" can actually play out in time or as more people join, but meanwhile you've got useful features.
Votes against a feature are a good idea. That way you get to not only see what users want by their positive votes, but what they *don't* want by their negative votes. But, I think you'd have to show both votes for and votes against (like www.perlmonks.org does) rather than the net sum. Plus with this comment system, you can have good discussion about why a feature is loved or reviled.
