1. Actually, I've been confused by this feature. I'm told I have to sign-up(in) to make a suggestion but I've seen my suggestion go through even though I wasn't signed-in.

   I think this should be a configurable requirement. I as an admin should be able to decide that everyone can vote (and perhaps track by a cookie on the machine). It won't be hacker proof but on most site I'd think that'd be OK...
